Promotion of energy management systems

With its energy concept, the Federal Government is striving to ensure that Germany will play a pioneering role in terms of energy efficiency and environmental protection in the future, with competitive energy prices and a high level of prosperity. To achieve this goal, a special fund called "Energy and Climate Fund" was set up, which among other things should enable the promotion of energy management systems.
The BAFA (Federal Office for Economic Affairs and Export Control) was entrusted with the administration of the funding program with the guidelines for the promotion of energy management systems dated July 22, 2013 (Federal Gazette AT August 6, 2013).

Eligibility to apply
All companies with their registered office or with a branch in the Federal Republic of Germany are fundamentally entitled to apply. In the case of mother-daughter relationships, only the group of companies is entitled to apply. In this case, the application must be made by the parent company.
The total amount of all aid received by the applicant company must not exceed EUR 200,000 in the past three years ("de minimis" aid).
Companies that have made use of the Special Equalization Scheme (Sections 40 ff. Of the Renewable Energy Sources Act) and were required to prove certification according to Section 41 (1) number 2 of the Renewable Energy Sources Act are not eligible to apply.
In addition, companies that are granted relief under the peak compensation (Section 10 Electricity Tax Act and Section 55 Energy Tax Act) are not eligible to apply. Only small and medium-sized companies within the meaning of Recommendation 2003/361 / EC of the European Commission that benefit from the peak compensation are exceptionally eligible to apply for the initial certification of an energy management system in accordance with DIN EN ISO 50001.

Object of funding
The funding program comprises four funding elements:

  1. First certification of an energy management system according to DIN EN ISO 50001

  2. Initial certification of energy controlling according to the annex to the funding guidelines

  3. Acquisition of measurement, meter and sensor technology (measurement technology) for energy management systems

  4. Acquisition of software for energy management systems


Energy advice on the development, implementation or maintenance of an energy management system that is not part of the certification activities is not funded.

Type and amount of funding

A proportionate grant towards eligible expenditure is granted.
The amount of the donations is:

  1. For the initial certification of an energy management system according to DIN EN ISO 50001, a maximum of 80% of the eligible expenditure and a maximum of 8,000 euros

  2. For the initial certification of energy controlling, a maximum of 80% of the eligible expenditure and a maximum of 1,500 euros

  3. For the acquisition of measurement technology for energy management systems, a maximum of 20% of the eligible expenditure and a maximum of 8,000 euros

  4. For the purchase of software for energy management systems, a maximum of 20% of the eligible expenditure and a maximum of 4,000 euros

The total amount of the grants is limited to a maximum of 20,000 euros per company within a period of 36 months.
